You sure about that? I would say you can detonate but not place the Mine without breaking TC.

Placing the mine doesn't break TC. This seems to be a bug, but it's not serious.

Yes sure: Both (Place and Detonate Mine) as well as Homings doesn't break.

 

At least on PS3, Bonus Power has no use on the DAI.
