No, that means that the character is simply being strung along rather than being outright rejected.

Basically, at least up until the point where:

A) Oblivious bro realizes and then goes "oh. Sorry Bro, not interested." and its straight back to broing.

Polite bro eventually is forced to state their disinterest when the player goes...I'm not going to say "too far" because connotations, but rather their interest is out in the open rather than just repeated flirtations.

Well, he does, and he doesn't. Shepard's Spectre status puts her in a higher tier in the galactic community than Kaidan's position in the Alliance does. Besides, Shepard is charged with command of the ship, so what she says goes anyhow.

 

Shepard is more a privateer and the ship is rightfully hers since she stole it from TIM. Similar to Cerberus, the Alliance merely gave her their resources and if you notice it, Hackett and Anderson didn't really give direct orders, merely suggestions.

 

My general sentiment is that he's more like a guest officer who help out during missions rather than actually actually servicing on the ship. He did became a Spectre which made their professional relationship murkier since technically neither of them is in the Alliance. Besides he's there because he want to serve under her (very literally that is lol). I like to think whenever she's off duty, she let him be the boss of her. Even the first human spectre need to loosen up and deserve her fair share of TLCs.

While Shep did pretty much pilfer the ship from outside of the Alliance, the Alliance basically peed blue all over it to mark their territory. If not for the invasion coming so quickly, it would've been Anderson's ship. So, I guess the reaper invasion at least had one silver lining. Now if only Kahlee Sanders was romanceable so Shepard's claim over everything that belonged to Anderson would be complete.

Eh, that whole Spectre business with the VS just seemed like a sham anyway, given who was pushing for it in the first place.

Re: thread, personally I would rather not be part of the Alliance with its command structure, though I suppose that doesn't remove the existence of subordinates and superiors unless we're part of an anarcho-syndicalist commune instead.
