I've observed that the transmute magic upgrade for dispel doesn't work. Or rather, dispel always seems to use the strengthened veil upgrade regardless of your choice. I can verify this using tactical view, dispelled enemies have the strengthened veil debuff.
Also, I noticed that my companions occasionally stop attacking, other than a few specific abilities. Anyone else facing these bugs?

For the second problem, yes, you are the second person to mention it. Have you done JoH recenlty? I think JoH isn't actually related, but see for yourself:

For the first problem, first I've heard of it, but it's entirely possible, particularly if you upgraded/patched mid-game. There have been reports that save-games that were started on an earlier patch and were upgraded exhibited weird problems with toggled upgrades.
If you started from the same patch level, it might just be a straight-up bug that nobody has noticed yet.
I've been to Frostback Basin but haven't finished JoH yet. Unlike the person in that thread, I'm having this bug outside of JoH. I didn't even realize that the AI wasn't attacking until the fight with the nightmare. On the upside, I basically soloed Here Lies the Abyss. On hard, but still 
Nah, I started this game after installing the latest patch. Btw, does transmute magic provide barrier+damage only when dispelling barriers? I tested it using winter's grasp+dispel. Target gains the strengthened veil debuff. No barrier gain, no damage boost that I can see.
Quick update: So after testing, it seems that transmute magic only works while dispelling barriers or the buffs that spellbinders cast on enemy warriors.
The strengthened veil upgrade is an odd case in that it is always applied whenever you use dispel, regardless of the toggle.
