Need advice about GI Sniper

What would be the most effective build for the sniper version of GI? This is where I am at lvl 16.Which rank 6 is better at HM? I have always chosen the enhanced vision, but now, as I levelled up, I realized the visual of HM isn't bothering me that much, so maybe I should choose the damage instead of visual+speed. But what does the enhanced vision do exactly? It takes away some of the white things at the side of the screen, or you will be able to see more far? (I have also decided that accuracy is less important than the 20% power cooldown speed, but what about that?)
The next thing is the PM. I left it out most of the time, and put everything into fitness. The geth became significantly resistant, but should I trade the resistance to PM rank 5 damage taken (rank 4 radius), now that I am more comfortable at Gold? How does that rank 5 work? You shoot it, explodes on something, eg a Prime, and after explosion there is the 20% damage increase? Also, if I shoot it from TC, it increases its detonation damage, but it doesn't affect the 20% increase, does it?

(I left out the Operative Package IV gear, if I'm about to use PM it will boost its damage too, correct? If not, I would trade it out for Sniper Rifle Amp V, when the Trollstore decides to give me rank IV and V.)

One more thing: how does reload cancel work exactly? I use it like this: r1 or square, and when the 3 bullets are in their place (not the clicking sound, but the number switches from 0 to 3), I hide in cloak/duck down etc., cancelling the rest of the animation. Am I doing it right? I was able to pop a bullet instantly when pressed r1 during Mantis reload once, but I wasn't able to reproduce that again, so I dismissed it as a bug. Thanks everyone in advance ;) (general sniping tips are welcome too, especially for Platinum, Gold is going well, I was only once in Plat, and it was unforgiving for snipers)

Speed and Vision increases the range you can see through walls and detect cloaked enemies (the vision part), and increases your movement speed (speed part). The latter is a large reason for why it is recommended. Also partly because the top tier rifles don't end up benefiting a great deal from the additive damage bonus from the alternative evolution in terms of shots to kill.

When the Damage Taken effect from PM is applied to a target, all damage dealt to the target is increased by 20% for the duration of the effect.  Debuff is applied after the explosion in the case of PM, so first PM on target will never get the damage taken bonus.

It sounds like you are on the right track. Once the ammo counter is updated, you should be able to cancel the rest of the animation, and fire immediately.

Vision + speed is superior. Movement speed has great utility, you can dodge ravager shots, prime shots, etc. just by sidestepping, which is really classy.

The enhanced visual ability increases the distance of highlighting enemies, if you take the speed + vision evo, you get a 24 meters wallhax, which makes HM superior to Geth Scanner (which has 20m). This is why Hunter mode is considered one of the best, if not the best power in the entire game. The damage evolution is relative to the level 1 weapon's damage, so it's actually less than 10%. And that amount of damage is insignificant to the utility offered by the 6A evo.

Choosing 4A was a good call, because sniper rifles already have 100% accuracy so 4B is useless.

PM debuff works just as you said. HM and TC affect the detonation damage, but not the 20% damage increase.

You should interrupt the reload when you see that the number 3 appears in the ammo counter, which is when you can hear the *click* sound. Off host you might need to wait a bit more.

I have finished your build. This is the same as I'm using when I'm sniping with GI.

 

EDIT: General sniping tips for plat:

1. Go for headshots all the time.

2. You can hide reload animations with proxy mines, which requires some practice, but it's classy, and it helps your DPS a lot.

3. You're on PS3, right? I'd gladly play some sniper games with you on Plat if you like. I used the Venom so much nowadays that I could really use some sniping practice.

^ I prefer to go Power Damage at Rank 5 Networked AI, especially for gold, since that way a cloaked PM will one-shot a husk.

 

One of the differences is cloaked headshot should one-shot an Engie with no PM debuff or damage if you take HS.  I would make that trade, since with Power Damage you can one-shot him after PM damage and debuff, and Centurion should need debuff anyway.

If you snipe with a GI, you should use the king of the sniper rifles, aka the Javelin. Therefore any thought put into the build is pretty much wasted, all you have to do is put 6 points in anything but fitness, scope and kill things.

No fitness Javelin with speed and vision in HM and both piercing mods. Nothing should get remotely close enough to touch your shields, and every good toaster knows that no platform lost in the service of their glorious quarian overlords is wasted, either way.

Yes, I'm on PS3, I don't want to go to plat right away, it was rather a heads-up. I am not at Plat-level yet, and I need to work on my manifest gear, weapon level and consumables-wise, and also I'm going to try the gold solo before that and get the LW banner. I can add you, if you'd like, but I'm going to stick to Gold for a while.

I remember when I finally unlocked my Javelin I: it was pretty much the day I stopped caring about my manifest.
