It surely makes characters with high base shields very hard to kill in gold team games. But even if I had unlimited consumables, I would probably still prefer adrenaline modules and power amplifiers over cyclonics on the majority of characters for team runs. Not for e-peen, but because it speed up games and because I don't really feel the need of cyclonics when enemies have 3 other targets to shoot at.
That said, what I would appreciate with unlimited cyclonics is that I could use more no-fitness builds. Certain characters relying mainly on combos (so who don't benfit much from power amps) would probably get 0 in fitness. On the human adept for instance, I would likely switch from 66606 to 66660.
