What affects the color of the fog?

I finally figured out how to get this area to look the way I want (for the most part). The area fog was really limiting this, so I went into the day/night settings and I moved all the fog numbers back (550/600 for start/end). This opened up the area the way I wanted when my slider in-game is pushed all the way out. I can see all the way across this area, and it looks great. 

 

The problem comes if I adjust my slider down (which some players might do). The hills in the distance are blue. At first I thought this was the area fog, but when I looked at the picture it's clear is the mountains (this is an exterior area I've put a cave roof on). 

 

I have all the fog settings in day/night set to 0,0,0 (black) color. But as you can see, in the distance those hills are blue. I am not sure if that's another setting or what. 

 

I also have set to black (in all seven day/night settings) SkyZenith and SkyLight (all the settings in SkyLight are black). It's satisfactorily dark and spooky and when you look across the grotto you can see all the wrecked ships and fog and lights glistening off the water. It looks fabulous. Until someone moves the slider... 

 

What am I missing? Is this the ground light or Sun/Moon setting? They're the only things I haven't touched yet...
