The M-13 has excellent firing rate but it has no stopping power to kill enemies instantly of each shot. I would recommend equip the M-99 Saber it is an assault rifle but it has stopping power and sniper material with a decent rate of fire, and outfit it with a scope. Have fun!

I find it very good on a caster that needs a lightweight weapon that has decent dps at range. I like it on characters that can stun and have fun with incendiary ammo. Here is a video I did a while age showcasing what you can do with it :

Raptor is in no way worse weapon in the game. But it's worst for your fingers and whatever your shoot button is. The amount of clicking, especially on higher difficulties.

 

But in all seriousness, Raptor does kill quite well. Though I mostly use it only with infiltrators, whom give nice "cloak effect". That makes most weapon more viable.

Also quite trollworthy on a DAI as he really can make the most of it.

All jokes aside, Raptor is a solid rifle if you can squeeze out max RPM out of it. Still nothing stellar, but pretty outstanding for an uncommon.
