So....yeah. This is a thing. In the lore. In the game. and ut's an actual side quest.

Well, if I'm doing it, I have to ask: where do I find these guys? I spoted a guy after talking to Cole.

You're talking about the guy who makes those hyper realistic wind sounds, yes?

He spawns at random places. I think he appears in the tavern near Cole, at the little side area of Blackwall's barn, in one of the jail cells in Skyhold prison and in the vault you get by having the perks: sterling reputation, a favor for a favor and elite clientele. 

He might also appear in the gardens, but I'm not sure about that one.

Also in the closet of the Inquisitor's bedroom and on the roof near the kitchen. And the wind calls me... (Poorly made wind sounds.)

I've found him in the hallway by the drawbridge. Sometimes he frightens me unexpectedly.
