Do the side quests in Mass Effect expire after doing primary missions, like in Mass Effect 3, or will I be able to do them at any time?

They are available until you start the Virmire mission.

Oh, though there is a point of no return.
The Citadel becomes closed off after the end of the fourth planet you visit. So out of Feros, Noveria, Therum and Vermire, whichever is fourth you'll be sent to the Citadel right after. You can run around and finish stuff up, but then it's closed and you can't go back. You can head off and finish other missions in other places, just not the Citadel.

Oh.. Virmire is always the 4th mission for me...

Thanks for the replies.
Also, if I don't speak to a quest giver (eg. Rear Admiral Kahoku) right away, will he remain there until the 4th main mission?

Yup, but try to acquire all quests before the last planet, as you may need to go back to the Citadel to hand it in.
