This site here says that the balanced greatsword schematic should be available from the black emporium for about 8.5k:

Yet it is nowhere to be found for me. The Legendary schematics shop sells no 2h weapon schematics under 15k, and the most expensive item in the normal schematics shop is about 1.5k, everything else is missing.

Am I too low lvl and that's why it's not showing up? I'm lvl 14, before the quest where we are supposed to save the empress or something like that.

Perhaps your level is too low? I know the best armour schematics don't drop until around level 16.....these maybe the same.
