That's not what it's saying at all. It's a list of titles EA plans to publish in their next fiscal year, a fiscal year that ends in March 2017. It could be released any time within that window. The only title that has a current release date is Titanfall which is penciled in for Christmas 2016.

From my experience usually when somebody sets a timeframe for something to happen it will usually happen closer to the end of the timeframe rather than before if not after.

You're almost certainly right, I'm just pointing out that 'by March' can mean anything from March '16 to March '17. Given the information blackout on this game, we really have no idea how far along development is. For all we know it could be hitting the stores within a few months (Homeworld: Deserts of Kharak came out of the blue recently after so long under the radar) so people shouldn't necessarily think the game is still fifteen months away from release. If I came across in anyway nasty towards the poster, I do apologise. It wasn't my intention :)
