The player in the video captured that by going out of bounds and doing what the game generally does not allow. There are tutorials and guides online that show you how to do this. It's only a "glitch" in that the player was able to do it, but it's not like they fell into (or out of) the world, which can also happen, regardless of platform.

This explains why Skyhold load times are just as long as everywhere else. I figured it was like that though, since saves during the part of IYHSB when you're freezing to death are "Skyhold" saves, so I figured the location where The Dawn Will Come happens is technically in the Skyhold map. Did you happen to find this spot in your travels? Does is exist here?
Also, because I managed to get out of the map in IYHSB to find that the entirety of The Wrath of Heaven is part of the Haven map. I wish it wasn't, so my loading wouldn't take so long
But it was cool to see it at night, and I love getting out of bounds. Note the floating objects.

Maybe TDWC happens in that map, but it's so huge (and empty) that it was hard for me to tell. Also objects unload after you go past a distance (LOD), so yeah.
I also got to go OOB in the finale map (fight VS Cory) and there's a lot of interesting stuff going on. They put the two dragons at the very bottom of the map behind some rocks so you can't see them before the cutscene triggers. Also a big, unreachable area right at the start. I'll put a video later tonight.

Some things I prefer to consider purely a spectator sport. This is one of them. I will not do it but give a thumbs up to those dedicated explorers that do. And I will give their videos a look see if they are posted. The scenery is still very beautiful and seeing that staircase rock that you climb out of its usual context was very interesting.

Haha, yeah. I think this means the Inquisition is doing an utterly spectacular job at holding Haven, but an utterly terrible job at actually firing trebuchets

Part of me isn't sure why I like it either, but in general I like exploring and seeing how the maps really look. Sometimes there are easter eggs!

Actually we are seeing it; those are the mountains around Skyhold. If they weren't there, they'd need to be a skybox, and this looks much better.

It never happened to me on the PC, in over 400 hours of gameplay.
You need to do certain steps, otherwise it will not work. These steps are not something you might accidentally do during normal gameplay.
Inquisition is rather well made when it comes to bounds, from my experience.
