I did the quest where I had to save his friend, I closed the 'huge rift' he revealed after activating enough of his artifacts. We had some disagreements (about Cole for example), but overall I managed to make him mostly approve of my stuff. I also chatted a lot to him. I actually find him to be a fascinating character overall.

He even said that he 'deeply respects me', and that I showed 'wisdom' despite being Qunari (thanks Solas). He calls me 'friend' when I walk up to him. Yet his Tarot card is the same.
I managed to get new tarot cards for everyone except Solas, Vivienne and Iron Bull. Vivienne is a beach and thus I have no interest in befriending her, Iron Bull haven't given me his quest yet (weird), but Solas? I did everything for that poor nerd, at least give me his card!

You will get it later in the game after a point in the plot!

It only changes within game for a romanced Inquisitor.   Otherwise you will only see the change after the end of the main game.

 

By the way, if Bull hasn't given you his quest yet it is because your approval isn't high enough with him.   Suggest you take him on a dragon hunt.   That should do the trick.

Remember to talk about the Ben Hassrath with the Iron Bull, it's needed to start his loyality quest.

Like others said, his companion cart only changes if you romance him and after the end of the game. I think it's the same for Cassandra.

Cassandra is my sweetheart so her tarot have already changed.
