Actually...I see this quite alot.
Being a Tank that has a dodge is extremely fun and powerful.
You are essentially a mini juggernaut with this build
Also with the damage reduc evolutions on fortification you basically have 4410 shields
you can eat banshee warp balls and dodge them.
So, no, it's not a stupid build, it's a SWOLE build, geth scanner helps alot too for hunting phantoms

It's perfectly viable, not optimal, but viable. Better than many other things that are seen in pugs....
For my part it's that I usually forget to take the damn thing off when I'm using Hunter Mode capable kits.
It's more common than you think. I have played all Geth characters with Geth Scanner excluding the Jugg. They work well without HM since there's not a correct way to play a character.
Not taking HM is stupid, because you miss on all the goodies. Speed alone freaking rocks. Not to mention accuracy and ROF.
Juggy with Geth Scanner I can understand, because it helps him a lot to determine where to drag his slow toaster behind and not waste time turtling to a spot where are no enemies.

I haven't played flamer trooper that much when I did I specced out of Hunter Mode but didn't use Geth Scanner Either
This strategy isn't necessarily bad but you are trading the juicy perks that a rank 6 HM offers in exchange for increased durability (which is redundant with good situational awareness, RHA and a Cyclonic Modulator). It's not my cup of tea but some players feel more comfortable with the extra shields so more power to them. The movement speed bonus alone easily makes taking HM to 6 the clear cut choice. The extra distance on wall hacking is the cherry on top.

I do have to confess that in my early days I was absolutely terrified of the thought of anything causing a reduction in shields - Hunter Mode, Geth Melee, Asari dodge, Hawk Missile, Phase Disruptor - terrified of them all. Then one day I remember dancing around the Goddess EZ as a Valkyrie, and finally woke up to the reality that agility is better than shields, if one has to choose.
The main issue is that Geth Scanner is a thing, and it doesn't have any penalties.
Even without HM, the GT is very powerful.
Geth Scanner is the best gear in the game, so I can see why this would happen.
Knowing what I know now, I could never give up the extra visibility wall hax and +%20 movement speed however ..

I dunno either. I somehow learned not to pay attention, but I think my eyes still got strained when I was playing 2 hours straight.
Annihilation Field hurts my eyes much more than the Hunter Mode
That's why I simply can't play Fury or Valkyrie.

It is viable. A newbie can watch it and get the lone wolf banner with less than moderate effort and is more forgiving than a HM build. TBH tho that no HM power build was never intended for more experienced players especially the knowledge filled BSNrs. My "target audience" in all my solo tutorials were always less experienced non BNSrs. Personally I'v never used that build in my regular use of the GT as the most optimal was always the better route for my experience level..

I could see people using the scanner on the Trooper to go with a super tanky build. Whatever floats their boat. As long as they are having fun
