Yes. It decreases melee damage and takes away damage resistance increase during animation.

The only time I ever have geth scanner on a geth kit is if I had it on the game before and forgot to change it to something else.
To further clarify - it was Geth Scanner III.

I will admit.. I too have tried this experiment.. I have specd out of HM & went with the scanner. I never noticed a huge difference in terms of my damage output... the scores were very similar on all 3 characters ...Only thing I noticed is I did drop a few times less when I went with the scanner....I am guessing cuz HM didn't gimp my shields... but then again..it does come down to my personal aggressive style of play ...a friend of mine on PC..she goes with no fitness geth characters & she rarely dies
^ The big difference between HM and a no HM build is the lack of movement speed. I find it very noticeable in game .. the main reason why I can never go back to a no HM build
