Playing on Nightmare, things were going smoothly until shortly after The Fade I noticed my party was taking far more damage than it usually did, and from mobs 2-5 levels below me. After closely observing a few battles I saw it: Cassandra and Iron Bull, two characters I've used from the beginning, standing like statues during nearly every fight. If I switched to them they would resume fighting, but would stand still again shortly after I switched to another character.

Is this something I can fix with the in-game AI scripts? I've been through all the routine troubleshooting.

Only solution so far:

Switch to the frozen character - hit jump - character is unfrozen - go back to your chara and play normally until it happens again.

Worst bug in the game by far. It seems to happen mostly to melee AI, who have probably drawn aggro already.

Gotta switch to them and jump, as stated already. However, doing so means your character is now controlled by the AI for a split second--a chance for him or her to do something idiotic.

Too bad there isn't a way to disable AI for each character, oh wait...

I don't find it hsppens to the AI as such but to my character yes which is quite annoying sometimes where I select them to use one of their powers and they don't use it. It can be somewhat annoyingHopefully they'll find what causes these issues and fix them for MEA though.

The most horrible things was that you will found our lovely foe have similar freezing issue, you have to knock them down to help your foe reset, just same theory as use jump to reset control character.  If the foe get physic resistant ability and freezing, congratulation.

It's annoying when boss fight, because most boss cannot be knock down, it really **** if the boss got freezing, I wonder whether this game can be roll back to pre-patch7 version?

I have the same issue. I didn't have it up until one the latest patches, which is kind of ironic. It's pretty much game breaking IMO. I've just started a new game after a couple of months and it was completely frustrating already during the first boss fight as both my char and Cassandra were frozen several times. No fun at all.
