Lambert was not a Tevinter native. He was born in Orlais, and moved upward through the Templar ranks to eventually become a Seeker. He was sent to act as a "liaison" in Tevinter.

I agree that he would have been more interesting as a Tevinter expat, but "Lambert van Reeves" is such a harshly non-Tevinter name, I don't even know why they went with "I come from Tevinter" in the first place.
He could have chosen a new name coming south like a lot of Franks did when they went to Ghaul or any another number of examples I could mention.
Point being, He would abandon the old image of himself, the former Tevinter Templar and become a new person in service to a new church.

Eh, wouldn't have been as cool as just having a more northern-sounding name (northern Thedas, that is). Especially if he's going as far as to fabricate a surname.
Now that I think of it, I don't even know why they went with native Orlesian, "Lambert van Reeves" sounds more Nevarran or Marcher than anything else. I guess Churneau is closer to Perendale/Nevarra so there's probably some Nevarran ancestry.

Lambert being a Tevinter expat with Orlesian or Nevarran ancestry would have been better than him being a native Orlesian.
It's not like the vast geographical distances in Thedas have stopped Duncan, Aveline and Hawke from being Fereldans with Rivaini, Orlesian and Marcher ancestry respectively, or House Pavus of Minrathous and the Trevelyans of Ostwick from being distantly related to each other.
