Try making an IQ who is all about redemption and giving ppl a second chance, or a dwarf/qunari who has led a shady life themselves and doesn't mind too much what he did.

I hope if you gave Blackwall a second chance, you do the same with all the people you judge in Skyhold.

If you just forgive him because he is a companion is corruption!

Best ending is to exile him along the wardens, like you are being fair (all wardens leave no matter what), but really you are punishing him to be found out by the wardens, and its their burden for what they do with him. You basically wash your hands clean off him.
