Is there any means -- external tool, console command, or otherwise -- that allows changing the size of the player character?

I wanted to play a female elf mage, but I realized that an elven inquisitor is significantly smaller than all human characters, and for that matter, even smaller than Sera. I'd prefer to have my character roughly her size. Sadly the character-creation UI doesn't allow customizing anything other than the face.

Of course she is smaller, she is an elf.

And she's smaller than Sera because Sera actually uses an edited human body (reason why Sera can't wear Elf Trained armor)

If you want a tall elf, try this glitch (no garantee to work everytime)

Create a Qunari Inquisitor - play some time - create an elf Inquisitor ----- Have fun with an elf where the game thinks it's a Qunari

Can't help you with height, but if you're on PC you can use the mod Custom Body Models to have a more full-figured elf.

@Wulfram, @nightscrawl: That mod is just what I needed :)

Also, I really didn't expect the modding tools to be so easy to use. Easier even than Skyrim-modding I'd say and Skyrim has official mod-support.

If you're referring to the Mod Maker, well... it depends on what you want to do. Skyrim mods can have advanced scripting in the way that DAI mods can't simply because there is official mod support. There are also problems with using mods in the three DLC. Right now DAI mods are actually quite limited in what they're able to do. You can't add assets, only replace existing ones. Mesh edits are really iffy depending on what you want to accomplish. There is no way to do face morphs.

Right now, the main thing that the Mod Maker excels at are armor and weapon changes, and even those are still limited by race and gender because of the way that Bioware designed armor models.

If you want to get into making your own mods, feel free to check out the DAI Tools forums.
