What did i just say do not read this topic wel you are here now so you might as wel read the rest. What is the deal with the two soldiers ( mostly a man and a woman ) with a chest  and they are everywhere in the middle of the desert in the forest but i see them mostly in the Hissing wastes or the Emerald Graves and they say something about having supplies for you or supplies from Celene and what is in the chests nothing nada niente you "saved" that womans life and she gives you an empty chest wel that's not very nice of her right ? so yeah what is the deal with those empty chests

Sometimes there is random loot inside the chests. Crap loot, but loot. I don't know who assigned them to guard chests in the middle of the wilderness, but it seems rather silly to me.

As for chests, yeah. There is loot sometimes. Just headcanon there is actually stuff not useful for Inky in there, and the troops are carrying it to the nearest camp from whereever.

There are two buttons at the bottom of every post.  Well three.  If you click on the one labeled 'quote' you will...be able to do that.

I had this problem when internet explorer was my browser. It works with chrome or firefox.

 

Otherwise, see that grey symbol in the top left corner (where your font, size is etc)? Click that, and quotes should show up. But make sure you click it before you quote somebody.

Sometimes the chests are empty if you've already taken the items, cause they will still be there but... it sounds like that's not the case with you... yeah.. I don't know XD

If I remember corretly, in the beginning there often wasn't anything in the chests even if you hadn't looted them even once (and if you had, then they were difinitely empty after that). I'm not sure but I think BW did something in one of their patches and now those soldiers seems to be everywhere. They pop up like mushrooms in every local and even the loot respawns, instead of the chests staying empty. Sometimes there is like three different soldier groups within short distance to each other. Though I have to admit, loot is better in some locals, like in the Frostback.

 

On a side note, I have never heard them say anything about Celene (not in my game) and in the beginning of the game that wouldn't make any sense anyways. The sublies usually come from one of the keeps - often from Western Approach - and other times the soldiers don't say anything specific at all.

@Chardonney wel i think i have all the patches but the chests are still empty. Yes true they are everywhere yesterday i was in the Emerald Graves and there were 5 of those soldier groups guarding an empty chest and they were all in the area where the Giants are and quite often they are in the middle of a fight just standing there doing nothing while me and my group are trying to kil a giant

 

In my game they do but that is after i do that Main quest Wicked Eyes and Wicked Hearts then they sometimes say ( depends on where i am ) that the supplies are from Celene and she gives me an empty chest after i just saved her life

And in my game they Always say something

The chests bug out for me half the time and I can't open them.

I didn't read the thread, BTW I just knew what it would be about from the title.

Yeah, they do always say something. Didn't mean they don't. Just haven't ever heard about Celene, though. It's obvious that no matter what BW did or did not do to fix them, the system still pretty much doesn't work correctly. Too bad they don't work at all for you. I don't think there's anything that can be done to them by anyone outside BW. At least I haven't heard about any mod fix.

The implication is that your soliders were searching the area and discovered some loot, or one of your allies sent along some stuff for you. I've heard them reference Charter at Crestwood, the Wardens and the Orlesians.
