at what levels should you start the DLC and how do I start them?

Jaws of Hakkon and The Descent will be available at your war table when you reach Skyhold.

 

I'd say you should be at least around Lvl 19+ when you play those two DLCs, Descent will scale with you, but the enemies in JoH start with Lvl 21 (IIRC).

 

You won't be able to play Trespasser until you finish the main story line.

 

Careful: Do not play Trespasser, if you haven't played Jaws of Hakkon, or The Descent, because Trespasser is the Epilogue and you won't be able to go back to Skyhold after finishing it.
