No the Inquisitor is not Ben 10. Ben 10 gets to change into different heroes. Ben 10's inspiration could come from the old Dial H for Hero DC comic book (as Ashagar stated) that ran from 1966 to 1968 (in House of Mystery), 1980's series ran in different DC comics, 2003 H.E.R.O comic book and 2012 Dial H comic book.
It is not unusual for Inspiration to come from different places.
