Which ebx files contain the faction list?

I've been trying to find a way to get Heartbreaker enemies on lower difficulties but the way it works is really ambiguous...

It might be possible that some scripts/assets run server-side and are downloaded dynamically as they are balance changes. BW did a similar thing with Mass Effect 3 and while there a lot of things like wave composition and most of powers are moddable, most weapon damages and a few enemy scripts come from dynamic download. If overridden, the games goes out of sync with other player and eventually with the server and just crashes.
