I playing a while with some intermissions, a few weeks I finally manage to max out and unlock all the characters - mods and gears are maxed out. But I still not unlocked the Venom shotgun and a few Ultra Rare weapons. Some reason it doesn't matter which pack I buy, it will not give weapons since I unlocked my characters.
Just wonder it's a bug, a glitch, a rare issue or simply I'm out of luck. Only the Recruit crate give me character XP stuff.

OP, I have bad news for you. You might want to sit down. If you've unlocked all the rare weapons and characters and now never seem to get ultra-rare drops no matter what you buy...

They call it the troll store for a reason, it's completely RNG. Just keep playing and buying packs and you'll get it eventually but it can take a long time.

The secret Biovar dev code is, you have to activate the devices while spinning counter-clockwise, and you have to do all four of them. It has to be done before the counter hits 3:35. Also, on Wave 11, you must get sync killed in the LZ circle, while waiting for the shuttle.
When you get back to the lobby, go to the selection screen, and select the Geth PUGGernaut, and re-spec it to only have nothing, but 6 points in fitness.
Then go back to the lobby and to the store. 2 URs guaranteed in the Arsenal Pack everytime you do this. It's not public knowledge, so don't tell your friends please!

All of these problems would go away if we could change the store to charge 1 credit for those arsenal packs. 
Yeah, RNG is trash in this game.
I've unlocked like 15+ characters and not one of them has been a Vanguard (my favorite class)
