In the mission "Of Somewhat Fallen Fortune" there are two ways of helping Josephine, with Leliana:

Personal quest completed through assassinations

She was soon approached by an agent from the House of Repose, whose assassins had been killed by Inquisition agents on Josephine's behalf. Far from being offended, the House of Repose was inquiring as to whether Josephine might have need of their services. She quickly persuaded them she had no need for assassins, but instead hired them as guards for the Montilyets' new trading vessels. Rivaini pirates looking to rekindle an ancient feud soon learned that the Montilyets' ships were not lightly boarded, and her house prospered greatly.

or in Josephine paceful way:

Personal quest completed peacefully

Thanks to the Inquisitor's help, the Montilyets were once again permitted to trade in Orlais. The next few years were a busy time, as many ships with the Montilyet crest were built and set sail again from Antivan harbors. Soon, Rivaini pirate captains with an ancient feud against Josephine's ancestors took to the seas, determined to rekindle the rivalry. Apart from Josephine's sister, Yvette, nearly eloping with a dashing pirate prince on one occasion, Lady Montilyet took the development in stride.

Then the best way to help Josie is murdering?

The short path might help Josie, but doing things her way helps more people in general.

I usually go Leliana's route since it's only 1 WT mission instead of several, and I like the ending better. However, this time I'm romancing Josie so I did things her way.

It's six of one, a half dozen of the other.

Personally, I preffer Lelianna's way, but then I've never romanced Josie.  (Qunari is with Bull, FTrevalyan with Cullen, And Lavellan is with Solas)

Josie's issue, Josie's decision.

Josephine's way involves playtime with the minister. I'll take that over killing any day.

Yes, but I don't see a big problem with killing members of an assassins' guild. I consider being killed an occupational risk for a professional assassin in the first place. Also, since the remaining members come to embrace a more honest profession in the end, I'd say Leliana's way is all for the best. One assassins' guild less, more safety for the Montilyet fleets. Everyone wins.

I prefer Leliana's way. My Inquisitor thought it was the safest way to protect Josie and didn't want to spend endless hours running here and there to reward a family for having hired assassins (even if it was a hundred years ago). Besides, if you follow Josie's advices, she will be attacked and assassins will be killed anyway. I also prefer the ending : she remains peaceful but is able to protect her ships. :)

Follow Josephine's way, since that is a problem she wanted to handle herself without bloodshed. It was her way of making up for the bard she killed when she was younger.

Then disband the Inquisition.

Josie's issue, Josie's decision.

This basically, Josephine was the one that asked for the Inquisitor's aid, not Leliana. So I solve it the *nice* way.

The best outcome for Josephine is clearly to send Leliana's assassins after the House of Repose. It's better for Josephine's shipping business because they're not being hit by pirates, and it's better for her personally because her sister doesn't try and run off with a damn pirate. It's even better for the House of Repose, because it rehabilitates them from "mercenary assassin scum" into "legitimate bodyguards."

Basically Jospehine was wrong and Leliana was right.

Note that Josie doesn't object to the death of the assassins - she objects to the death of the Inquisition agents.

Were there any such deaths? The objective of the mission was to steal the contract, not to kill, and if not for Trespasser's epilogue, we wouldn't even know that some of the assassins were killed. There was no mention of any casualities in the mission report.

I think the conversation beforehand and the text indicates that there will be a loss of life on the part of the Inquisition, because of serious armed resistance.
