I saw this almost the 1st time I played ME2 because I'm nosy as all hell. But I can't find anything about it...
After speaking to Anderson for the 1st time in the Presidium, if you look immediately over to the right of the balcony, you'll see a Turian with a glitchy head mesh walking down the spiral ramp.
I found it weird as you hardly see NPCs move at all.
But the weirdest thing was, was that he had an action box over him.
You know, like the box that covers any intractable object and person in the game?
I can tell this isn't a bug, because I've seen it on disc and on a downloaded version.
I'll post a picture after I start the game again, as he only appears once. At least for me.
