I have to go with the majority here. Biotics ruled in the first game but in the second and third games, with the new protections introduced, Biotics became near useless and tech became dominant.

Tech, partially for the utility, but also because I like playing rogue and engineer-type characters in all games.

I don't think I can ever go with a character without biotics, but I always like to mix in a little bit of tech, even on the more biotics-focused characters. My Vanguard uses Energy Drain as the bonus power in both 2 and 3 and it's easily my favorite combo. It will quickly dispatch basic synthetic enemies, and strip the shielding off of enemies that will be vulnerable to biotic attacks.
