Hmm, out of the characters who aren't possibly dead in a player worldstate, and leaving out people who are tied to high-powered roles like Cassandra, Varric, and Dorian, and main plot like the Arishok(Sten), Solas and Morrigan, I wouldn't mind seeing any of these folks again:

Oh, okay, I tried to separate them out. I never kill anyone I can possibly save, with the exception of Erimond, so there's probably a couple I missed.
Harding, Maevaris, and for some reason, Valya from Last Flight.
Honestly? I'm kind of over returning companions. I don't mind returning characters becoming companions (a la Cassandra), but I don't necessarily need to see a companion coming back. Especially since we are supposedly heading to Tevinter. Given that we're leaving South Thedas, let's have a cleaner break and less cameos and returning companions.
The only DA: I companion who really 'makes sense' to return would be Dorian. Anyone else would be a stretch. Yes, you could come up with ways for Bull, Sera, and maybe Blackwall to end up there, but it wouldn't 'make sense' the way it does for Dorian. That being said. Just being in the Imperium isn't enough to justify Dorian's return as a companion. He'll be a major player in Imperial politics and, frankly, his personal story feels like it's reached a natural stopping point. If they want a Lucerni, I think Maevaris is a better choice. She's connected to the major plot of the series in multiple ways: she's Varric's cousin-in-law; she's Dorian's close ally; she's been a distant ally of the Inquisition; she's supported (and fought beside) Alistair and Isabela in the past. And she would be a way to offer an alternate view of progressive Imperials. We've already heard Dorian's side. Let's hear another side to start to get the nuance in the politics. Her being included as a companion would be more akin to Cole's inclusion: she's primarily secondary source material making a more significant appearance in the main series.
I'd like to see Harding return as a companion. She makes 'sense' to me. She's a senior agent in the Inquisition (regardless of its fate at the end of Trespasser), so I could easily see why she'd be an ideal candidate to be sent as the forward scout to Tevinter. She's an established "badass" character type. Players have a connection to her already (especially since they've paved the way for her to be a bisexual romance). And she offers something new -- a surface dwarf with no connects to the dwarf community. She's a shepherdess from the Hinterlands turned Inquisition scout. She could play the role of ranged rogue, "returning character", and dwarf romance without having to trot out any actual returning companions.
Outside of them, I'm not really feeling many others. As some have said, it might be interesting to see what Shale is up to. Especially if her personal quest involves her potentially un-goleming herself. I want to see slave-fenris and Danarius if you let the latter take take the former in DA2
. Maybe just have them walk by in the background in a cutscene or something.
Marius and Tessa from Magekiller - if they're still alive.
Lace Harding - she's one of Leliana's successors.
Morrigan - there's a bit of unfinished business after Flemeth sent some of her powers through the eluvian.
Sandal - after finding his journal in the shattered library during Trespasser, he might still be around.

The problem with Shale is that she can be killed in DAO. Assuming Bioware doesn't want to repeat the Leliana debacle, Shale may not return due to that variable unless they have storyline in mind to resurrect her.

After her presence in Asunder, I wonder if she will continue on to Tevinter without Wynne. If so, I think she would quickly be taken advantage of by a magister and pressed into service rather than turned mortal again. Maybe she would masquerade as a mindless golem to the magister's enemy and then squish the enemy when they were vulnerable.
Hopefuls:
Iron Bull: I have started to absolutely LOATHE Bull, especially considering particular events that can occur in cerntain DLC bits, but thematically and gameplay wise he dovetails into a Tevinter war better than any other DA character.
Sten: Same thematic reasoning behind Bull. I have yet to read books 4 and 5, and to my knowledge Sten kind of sank into the woodwork, but him showing back up on the side of the Qunari would be an interesting callback.
Fenris: I "hate" him, but as far as Tevinter goes (if you couldn't tell, my chips are in the next game is in Tevinter basket for unmentioned reasons) he would be another thematic yes.
Allistair: Why? No idea. Canonically he is Ferelden king as per basic world state in Inquisition, so aiding Ferelden forces wouldn't be out of the question, but he doesn't have the strongest ties plot-wise.

I think Dorian has a much stronger connection to Tevinter than Bull, and it's all but assured he will be in the next game. I think Bull will be a conditional cameo but due to Trespasser can't be more than that.
As for Sten, as of the comic series that came out before Mage Killer,

It's the sci-fi/fantasy logic of non "living" entities dying after we chop them into bits. Does a golem retain its awareness/soul if we pound it into rubble, or does it become inanimate stone/iron and the dwarf spirit goes back to the Stone?

Charade is apparently working as a Jenny in Tantervale as of Inquisition, so that puts her somewhat close to the Imperium's borders.

I wonder if you could go to Grey Warden fortress at Weisshaupt meet up with Hawke or the Hero (not as companions) and get a Griffon (a young one) as a companion, like the dog in DAO and DA2

Hawke's not there anymore though. If alive, Hawke goes back to Kirkwall.
The obvious way to get a companion from Inquisiition to believably be in Tevinter for DA4 would be to have them as your love interest. Surely wherever the Inquisitor goes their love interest wouldn't be far behind. I haven't read any Dragon Age material other then Masked Empire so i can't comment on any of them. The one person that gets brought up as a possible future companion from their is dead in my keep because i accepted an offer from Imshael.
