Those are just dialogues you have with Josie. She's the Ambassador of the Inquisition, so she has to talk/invite many people and to make it feel more real for the player she tells you that So-and-so is visiting. :)

Josie's job is to deal with these people so the Inquisitor doesn't have to. So no, they're not in the game.

They're all fictional. Josephine is actually delusional. The opera she takes you to in Trespasser was really an empty theatre. And that guy in the cupboard during her personal quest? A diseased rat. That's why only she could understand his mumblings. :P

This reminds me of a question I have about Skyhold; where does everyone sleep? Main characters who don't have an obvious bed: Varric, Solas, Leliana, Dorian, Sera, Joesphine, Morrigan (and Kieran), Mother Giselle, Cole (he probably doesn't sleep). Not to mention all the servants, guests, and soldiers. Even if you housed people in the ruined rooms there wouldn't be enough space to go around.

My best guess is that either 1) the unopenable door in Skyhold garden or the tower under the Inquisitor's room leads to some sort of underground barracks, or 2) eveyone has to bunk down in the tents in the valley, which is a hell of a daily commute if so.

There's a whole series of bedrooms along the outside wall past Viv's hangout, and more on the ground floor along the garden.
Some aren't in the best shape when you arrive, but improvements are made. B)

Most of the soldiers actually don't sleep in Skyhold proper.  There's a Soldier's Camp in the Valley Below (that is viewable from the Battlements).  Most NPCs have a Bed, Blackwall sleeps in the Barn.

And there are other passages that you can't open....

Sera sleeps in her little room in the Herald's Rest, but you are correct about all of the rest, as there are no clear spots for them. However, after the first plot completing either Here Lies the Abyss or Wicked Eyes and Wicked Hearts, the scaffolding near Vivienne's sleeping area is removed allowing access to extra rooms. However, it's rather unfortunate that there is no other access to these rooms, and one has to walk past Vivienne to get to them. In fact, she really has no privacy at all. There are also other rooms surrounding the garden area, so I'm assuming that all of the rest sleep in those rooms. You might say that Solas sleeps on the sofa in the gallery, but we can't be sure.

They were staying in the guest rooms by Vivienne's balcony, but Sera's pranks caused some to leave in an offended huff, Cole's lurking unsettled a few more, and the rest became trapped in the scaffolding and had to be extricated by Blackwall with a wood chisel. The latter have returned safely to their homes, but they are strangely reticent about large, bearded craftsmen.

In other words, they're fictional.

There's no bed in Sera's room, just all her junk. At best she can sleep on her window seat, but that's not very big. And there are only three bedrooms above the garden and past Vivienne, and one of them is ruined.

^ She has large pillows and such there, which is where I assumed she slept. I honestly don't think Sera would really concern herself with a bed and really think that that room is her room, for sleeping and everything. It seems to me that she might appreciate her own private room, regardless of whether it has an actual bed, or not.

Also, the explanation wasn't to account for every single person, but just a way to show that there are some other rooms available. I too have always found it odd that some people have clearly designated sleeping areas while others do not. Iron Bull's room is also ruined, and I wouldn't have even known that he slept there if it weren't for one of the romance cutscenes.

Doesn't Cassandra sleep on the loft of the armoury? I've always thought that that bedroll is hers.

^ Yes, but Cassandra wasn't mentioned in the initial post pondering about sleeping arrangements. ;) This is also where you find the templar book for the templar warrior spec.

Cassandra - upper levels of the Skyhold armory/blacksmith
Blackwall - barn
Iron Bull - in the wrecked battlements room before the entrance to the Herald's Rest
Solas - unknown
Dorian - unknown
Vivienne - upper mezzanine level of the great hall
Sera - room in the Herald's Rest
Varric - unknown
Cole - doesn't sleep (or eat)

Josephine - unknown
Leliana - unknown
Cullen - in the loft above his office

Inquisitor: Josie, what would you say...you do here.

Josephine: I already told you. I deal with the god*amn dignitaries so you don't have to. I have people skills! I'm good at dealing with people! What the hell is wrong with you people?!

Holy crap. I understand it being low detail, but can't they at least put the tents on the actual ground?

Not to spoil anything but I would have much preferred hosting one or two diplomats with an attempted assassination plot at Skyhold than going to a certain ball.

"One or two assassination plots" won't bring the Orlesian Empire over to the Inquisition's cause. Only resolving the civil war will do that.

It's a quasi-medieval setting, so ... yes? Just to be glad they're not covered in horseshit.
