Light refracting from the sun in the yellow spectrum when seen at a perpendicular angle to the horizon makes souls look blue.

I'm impressed you considered the colour of something as abstract as a 'soul' to be based on lore.
I think it's just an artistic choice of "what looks pretty?", don't think much more thought went into it.

What are we even talking about? Spirits aren't blue, they are at best white/transparent. And Spirits are different from souls.

I don't think you can say that all souls are blue; we haven't seen enough of them to comment. If the spirit in the Fade was the soul of Justinia then that was bright gold/yellow.
The reason the wisps/souls you see coming out of Kieran and Flemeth are blue is that they are not ordinary souls. They are fragments of ancient beings imbued with magic. Lyrium is silver in its raw form but blue when distilled (or red when corrupted). The tendrils that rise up from the Well of Sorrows are blue. The spirit that confronts Corypheus, that is definitely more than a simply soul, is blue. The Inquisitor turns blue/green when they become ethereal standing over the Well. I seem to recall Fenris turns silver/blue when he becomes ethereal. So I'm guessing it was a specific choice to indicate something magical. I seem to recall that with the card game, the colour associated with magical beings is blue, so they probably wanted to stay consistent with that.
