I'm level 23, completed Here lies the abyss but the tier 3 and 4 crafting materials won't show up in the Black emporion.

Wiki says it should unlock at level 16 and 18.

Am I doing something wrong? Is there something else I must complete to unlock them.
Playing on PS4 btw.

While not 100%, I think you need to kill a High Dragon for Tier 4 to show up.  That's how it was in my current play through, and I was around level 16.  Tier 3 mats should be there around level 16 as well.  I also started getting more than 1 quantity when looting tier 3 mats.  I'm assuming you've unlocked the Hissing Wastes and Emprise Du Lion on your map.

 

Other than that, I'm unsure why they wouldn't show up.

I already killed 8 dragons and I'm able to loot tier 3 materials from enemys.

Amain game areas are unlocked too and nearly completed.

That sucks. I haven't experienced that on PS4 yet, but this game is so buggy it's only a matter of time before I do.

No, you definitely don't need to kill any dragons. Tier 4 materials should show up when you reach level 18. I have the game open and in this playthrough I just leveled to 18. The tier 4 materials are available now in Black Emporium. Perhaps you have a bug on some sort. I'm on PC, by the way.

Perhaps you don't need to kill a dragon, but I'm pretty sure they showed up at the BE before level 18. Once I killed the Greater Mistral at around 16, they showed up in my BE.

I had the feeling that it is a bug.
Kinda sucks because I'm 65 hours into the game ang going back to a level 15 save I would lose around 35 hours.
I never had this bug before...

Maybe the descent merchant sells them nonetheless. Gotta unlock hin today. My only hope now...

Of course they show up then but I didn't mention it because OP said that they had already killed 8. For me they always show up at the level 18 because I never kill any dragons, except the obligatory two.

 

To OP... did you get the ice dragon bone from the waterfall in the Frostback Basin? If not, that might trigger something... or not.

Looting dragons or the dragonskull in frostback basin didn't fix the Black emporion shop.

The decent guy was also bugged soooo...
I loaded a save right after adamant where I just reached level 18 and the tier 3 & 4 materials showed up there but at none save after that one.

Well I guess I just have to work with this save then and replay some areas...

Tier 3 materials was available after level 16 and tier 4 materials was avaialble after level 18 for me. I play on the ps3. There will only be a certain quantity available for each material.

Glad you don't have to start completely over. As with all games like this, it's good to stagger multiple saves for just such an occasion.
