I'm all for having an "anti-hero", but you need a real "hero" to counterbalance, otherwise you get red-n-black all over and it hurts the eyes.

ME1 squad were the closest to half and half
ME2 was mostly badasses
ME3 were good kids
ME2 was the best game due to the extreme character development. Nearly every squaddie had a colorful personal story that we could explore.
I want a mix of characters with different stances. Having only good or bad people is boring for me.
I don't think it needs to be a case of "goody two-shoes" vs "outlaws" - there just needs to be good writing. By all accounts, Jacob was part of the "outlaws" group, being part of Cerberus and all, but that didn't necessarily make him INTERESTING! Heck, the most interest I've seen people give Jacob is pertaining to his botched romance subplot.
Give the goodies some interesting stories to tell. Just because their past isn't "checkered" doesn't mean they have to be bland. Look at Shepard's pre-service options for ideas. A child born in space, no homeworld to call their own? Build upon the cultural dissonance, prejudices towards or against those who ARE from homeworlds. Maybe they have a significant past event akin to Mindior or Akuze. Perhaps they've struggled to get where they are, either from external pressure or a personal factor to overcome. Just don't make them ultra-bland military grunts who military the space because earth.
Actually all the mass effect companions are essentially cold blooded killers so none of them are really goody little two shoes no matter how they justify it to themselves at night.
I don't really understand what the categories 'outlaw' and 'goody-two-shoes' apply to. Samara was probably a 'goody-two-shoes' in that she had a moral code and strictly followed the law. But she was also completely ruthless in how she did it. Meanwhile Kasumi was a thief, but was kind, friendly and disliked hurting people.
In general, I'd like the team to be a mix of moralities, personalities and backgrounds. Even Saints Row has a mixed bag, and they're all supposed to be affiliated with a criminal gang.
Both. Having just "outlaw" or "Goody 2 shoes" = boring game.
Outlaws sound lot more interesting. Though although you aren't respected by society, you might not have personality and morals of outlaw- you can still be heroic an goody 2 shoes.
I tend to like reasonable pragmatists.
I don't get along very well with naive idealists and neither ruthless for no-reason people.

I want then to write characters without considering which of these roles they fall into.
The audience will place them into neat little categories without the writer's help.

I've been told before that I take things too literal. Robin Hood was an outlaw and so was Quirt Evans (old John Wayne movie).
Jack and Thane would be my idea of an outlaw. Not real sure a Merc would be an outlaw, more like someone more interested in the pay than the job.
Technically James would be an outlaw, but he was just picking up something for his dad who lied to him and then blackmailed him into staying with him. And I don't think being in a pro human group automatically makes Miranda an outlaw.
