Just how do you mod ME3? Is there a thread or site that walks you through this? Does EA or Bioware allow mods?

Mods are allowed as long as you don't mod/edit something that affects you and the others in multiplayer. There are some mods out there for Mass Effect 3, trying to mod something specific?

I was able to find this, Mother Of All Mods(MOAM).

If you want armors only then check these.
These mods involve editing your Coalesced.bin file so, if you want to proceed I suggest you backup your original Coalesced.bin file to another place on your computer, don't connect to multiplayer while you have new Coalesced.bin installed and keep Origin in offline mode incase if you are still worried. To play multiplayer replace installed file with the original one, simple.

There's ME3Explorer, Gibbed and Texmod. I only use Gibbed and Texmod because my game always crash whenever I tried to mess around with ME3Explorer. So I didn't do much modding except for some texture replacement.

It's a bad idea to host a multiplayer game while you have an MP-affecting mod installed, though. Most of the remaining MP participants don't like to run into modded game hosts because very often they're not as fun as the unmodded game.
Once upon a time, modding your game and hosting an MP session would have gotten you banned from MP. With the end of MP support three years ago, however, came the end of MP moderation as well. You are extremely unlikely to get banned from MP now.
It was always possible to join someone else's MP session even if you had an MP-affecting mod, without fear of getting banned as the mods would have no effect. Multiplayer game sessions are hosted on the client machine of the person who set up the match, and uses that machine's installation.

Actually, I believe it's technically the opposite. Officially, mods are not allowed on ME 3.
In practical terms, however, there is no longer a mechanism for enforcing the rule. The way it works now, more or less, is that the developers are not going to go chasing people down for using mods. However, the rule of thumb seems to be not to make what you are doing obvious. If a BW employee stumbles across someone using a mod, or evidence of someone using a mod (which can include evidence posted or linked in the forums) then they may feel like they don't have much choice but to do something about it (or they may even be bound by the terms of their employment to do something.)
What you said about the rule of thumb for multiplayer is correct, but it is partly courtesy to other players, and partly because getting caught running a mod in a public game can still technically get you banned (even if there isn't an active staff member whose specific job it is to do so.)

There's a difference between mods are not allowed and modding is not supported.
Mods are allowed except for multiplayer. Modding is not supported. That's Bioware's official stance when it comes to ME, ME 2 and ME 3.
Unofficially, mods are effectively allowed even for multiplayer, as there is no enforcement mechanism to catch those who mod the multiplayer.
Modifying the game has been, and continues to be, openly discussed on these forums without moderation action being taken. That's a pretty clear example of Bioware's actual stance on modifications.

I use ME3Explorer, but only for the Texmod that comes with it. Explorer only worked for the text stuff, and I've also never gotten Texmod as a standalone mod to work. I have used the ME3 Coalesced program before to edit the file, for things such as getting all of the causal clothing. I've had my game crash and/or not load a few times, but I keep a lot of backups. ATM, the only mods I'm using on my current Shep other than gibbed and an edited Coalsced file, was a basic redesign of the awful N7 dress. It makes that dress look like a nice black velvet dress. Oh and I have a mod putting Allers in a much better looking dress.

Well I tried using ME3 Explorer to add two casual outfits, I hope I added them and didn't override anything. But I imagine it will be awhile before I get to the game to see if it worked. I guess I could play enough of it to get Shepard on the Normandy, but I am still on ME2.
However most of this is more complicated than I want to go. I don't like messing with actual game files.

There are plenty of 'dlc' style mods on the Nexus, that don't involve altering existing game files.
Some of them are very impressive. Others are straight texture overrides; put them in the correct folder and they override the stored default without deleting the stored default.

I tried using ME3Explorer again to install BackOff and ME3Recalibrated mod and I have to delete my entire game since the backup didn't work. Currently reinstalling the DLCs.
I give up.

Well I was partially successful. I overwrote the black dress, but I still only have one. So I guess you can change the texture, but not add another outfit. If I want the black one back I guess I would have to reinstall.
