I *think* I found a solution?
You basically have to wait until the wreckage stops tilting back and forth. When all is still, then cross. It worked for me. If I were to guess, I'd say there's a bug with the hit detection on the platforms where it moves with the horizon and not the actual wreckage itself. So if it's tilting back and forth and you run across, you start running along where it's *thinks* the beam is, not where it actually is.
It makes sense in my head, at least. =P
