I think it increases the numbers of each faction you can call in, but I'm not 100% sure if it makes each individual soldier tougher, it just gives you more of them.

I heard it gives them more health and lets them do more damage while also giving you xp. The more you do, the better they are.
Not 100% sure though.

Strangely there are people who have made claims with certainty both ways, but I don't think it really does much of anything except for XP. It would be nice if those who had said it made a noticeable effect vs no difference had also listed their platform since the game isn't entirely the same across all of them and also their level. Certainly donations grant XP, which causes leveling, and if army effectiveness were tied to warden's level, donation would potentially have an effect indirectly and would be able to account for some claims.
So On the final battle for Denerim, I look at my soldiers that are helping in the battle and they're wearing silverite armor, after I had given the Redcliffe emissary 60 sovereigns. At the very least, gold gives the soldiers better armor. At least we know something now.
Nay, it DOES NOT affect them, at least not in measureable amounts. I Made one playthrough in which i never donated anything at all and then reloaded and donated 48 Stacks of 99Elfroots, 120Soverigns, dozens of gems and dozens of low runes. The difference was 5% at the most! Think of it this way, your not equiping just 50 Soldiers but Thousands of Soldiers. How is anything but 10k Soverigns to make a feelable difference? I think it does not affect them. most of the final battles are easy as hell anyway even on Nightmare... And there were always 50 Redies, 50 Dwarves ect. Even when you let one or all troops die in the random encounters it dosent affect their numbers. First playthrouugh i donated everything and even sold some of my tertiary equiment in order to donate more. Now I only donate elfroots.
FWIW, the comment made by the emissary after a donation appears to be randomly selected from a set of three, and the plot script doesn't seem to set anything specific after a donation is made, besides a reward flag. I'm inclined to believe there's nothing more to a donation to the supply crate other than the XP reward.
Example, i gave roughtly 120 soverns to the redclif solders and saw that unlike the time i gave them nothing they were now mostly all wearing plate instead of leather. this of course leads to them surviving longer when you use them. As for the cap to what they will actually increase, I am not sure. I do know that once they reach a certain strength the number you have avalible goes down due to them being stronger. Mages for example if upgraded quite a bit you would have only a mere 12 or less at your disposal instead of the normal amount, however those 12 would have stronger attacks.
I've given every rune in the game to the mages and they come out with all lightning attacks that do not stop, and then given nothing and watch them cast a weak fireball against a dragon then do nothing but autoattack till the stood in the blue swirlley long eough to give me new mage.
You really notice the difference withe the elves. 3 stacks had them doing 7ish dmg vs an emmisary. Previous run I gave about 30, i did not move my gate party 1 step toward the doors. nothing lived to reach me.

One of your quotes already mentions this, but there's nothing in the toolset that even keeps track of how much you've donated (there's a Boolean flag but that's set whether you donate 1 elfroot or 9999). And nothing refers to that flag anyway

Right, but what is the deal with the level ranges for the armies? Are they actually just static, or do they depend on the Warden's level?

So, all the army units use typical scaling. However, climax areas are all capped at level 20 for scaling, so xp from donations is unlikely to make a difference unless you're skipping a lot of quests.
EDIT: And just to reiterate, spawning script has no reference to donations.
EDIT 2: lite_camp_stocking.nss and cli000ar_army_deployment.nss are the relevant scripts if anyone wants to check

Still good to give them supplies just in case. Have to keep the werewolves strong for the final battle.

As in elfroot for the Dalish, runes for the Circle and so on. Does that make them stronger in the final battle?
Yes, it will effect to all our troops except Werewolves (there is no way to gibve them nugs despite the dialogue) and Golems
I don't know the details, but your troop will gain levels and have better equipments. Gaining levels will open their skill tiers and things related.
