I got a Superb Amulet of Aggression, which "generates a large amount of threat when attacking." What does that mean in practice? Does it taunt enemies or instill panic or what?

Teoretically it makes whoever wears it the top target for your enemies.
Threat, also refered as aggro if I am not mistaken, is the hidden value that determines which party member is given priority by enemies during combat.
Mages and Rogues, due to their heavy damage abilities tend to generate a lot more threat than defensive oriented warriors so much so that the latter need specific taunt abilities to prevent enemies from going after the squishier party member.
What the amulet does is increase the amount of threat the wearer generates on each attack so that enemies will focus on that party member while the rest attacks with impunity.

On the flip side, passives like Mage's Peaceful Aura and Rogue's Easy To Miss reduce threat, meaning you can attack without getting attacked back.
Threat isn't 100% in either direction. You can have the biggest tank with the most threat in the world, and an elite archer (who isn't Taunted) will still one-shot your reduced threat mage or rogue. Ranged attackers seem to use different aggro rules.

No. For some reason they got real vague about stats with Trespasser/Patch 10, particularly for the new items introduced. Like Inferno Pact Belt increases fire power "moderately". What the heck does that mean?
Some of it is subject to testing, like Inferno Pact, but some is not, like Amulet of Aggression, since AFAIK no one has theorycrafted threat levels to date.

There was a similar grumbling dissemination of non-information from the devs regarding threat tables and aggro levels in MP back in early 2015, when people were struggling to figure out why all the enemies would beeline past the taunt spamming legionnaire and head straight for the archer hiding around the corner.
In my more cynical moments I wonder if it's because there actually is no aggro system and it's all randomised. I suppose we'll never know.

I have a theory that aggro has a certain range around the character generating it which would explain why long range enemies tend to ignore it unless taunted.
My only evidence so far is that certain enemies who spawn too far away from the main group just blatantly ignore whatever is going down and only act when you move on them directly.

Right, thanks. Oddly, I noticed no difference when having Cassandra equipped with it - she still had to to cast Challenge or War Cry to get enemies to focus on her. Also, oddly, enemies are hellbent on focusing on Vivienne for some reason (rather smart honestly as she is squishy) even though she has Peaceful Aura.
