Was The Galaxy Largely Unaware Of The Rachni Threat?

It seemed only the Krogans and Shepard knew that a certain planet was being used as a Ravager manufacturing ground.

 

The Kros were the first to know.  Why did they keep it a secret from the rest of the Milky Way?

What do you mean? You only find out about the Rachni being there when you arrive on the planet. Nobody knew before.

I don't think they knew anything. They knew that scouts went missing. About it. By the time Shep came into play. Shep sorted out the issue so no need to panic the rest of the galaxy

That mission doesn't have to be completed. So it would be hard to know where the bugs came from

 

Once its learned the bugs are on the planet, why would the rest of the galaxy need to know? Each species has their own problems to deal with, namely reapers

They might have been from the ME1 quests. When you are told on Noveria about the bred Rachni being shipped out (thanks to Cerberus) and hear about them escaping, I think a bunch of them got away despite purging the mine and hid, so no one knew when the Reapers came for them and kidnapped the Queen too. It was assumed she was safe in ME2 or if you killed her, the new Queen was an unknown to everyone, Shepard included. The scouts that found them died so no one could warn anyone, and when Shepard dealt with it, it was assumed the threat was over, minus the stragglers we fight on occasion.
