I'm currently going through two separate playthroughs and in both i have Hakkon's Valor (The original) with superb cleansing runes in both of them. In one playthrough the total DPS came out to 396, 404 in the other. Is this usual?

Yes, it's normal.

Each lootable item's armor/damage has certain range it can fall within (for armor/weapon respectively). AFAIK, what base armor/damage said item will get is pretty much random.

I don't know if the MP weapons are the same as the SP ones, but there was a great thread in the MP weapon section where the damage values were charted.  It doesn't go by DPS though, the damage was based off of the base damage of each weapons.

The highest damage the Hakkon Staff came with was 81.  I don't know what the DPS ended up as, of course depending on mods and runes it would change.

Moral of the story: DPS is irrelevant. Go by base/AoE damage. All damage abilities are multiples of base/AoE damage. DPS only applies to auto-attacks and it's an average at best.

(Okay, that's a bit over-simplified. The other attributes of the weapon do count for abilities, like Attack% and Crit buffs, so it's not just about base damage. But since no one knows how DPS is calculated, it's useless for min/maxing purposes.)
