Do they work like ability damage, ability duration, etc? I remember they were broken when they first came out

Vast majority of them work now. And some of those rings are amazing if that particular skill is your bread and butter skill (e.g. Chainlightning for AW, Dragon rage for reaver).

Don't buy those things from Jostens. Better off hitting a department store or your local jeweler.
