Actually in ME2 they were worse. They were able to shut themselves down in the middle of combat and regenerate barriers without taking any kind of damage what-so-ever. Not to mention the height they were able to reach , when they were flying around and hitting you with lazers. The collectors in ME2 would kick the living stiff<---not the real word..out of the ME3 collectors.
Not to mention a 6m radius instakill in Death Choir. Scions were flat out OP trolls. Shockwave that instantly shieldgates and goes through walls.
Yeah, I was wrong about the ME2 Praetorians. They were much worse but at least we only encountered them two times and mostly it's alone.

I think that projectile weapons can't do that, but that those who can score headshots (graal, liskock) can take advantage of the broken plates

Both Praetorians had areas where you could endlessly kite them in a circle with an object in the way. I usually hit the 2nd one with a Cain anyway because they were boring to fight.
Scions were annoying......unless someone in the squad had a Combat Drone. Then they were a joke that could be stunlocked and ignored indefinitely.

Yeah, we failed wave 10 on jade because the scions were being scrubs, i nuked them but it was too late, i was too busy watching preatorians mate
