Isn't that Old Simeon's Cave, where you close a rift? If it is, then there should be a small "sub-cave" on the far right side (from the entrance), in the back of the main cave with corpse and a letter.

Fast travel to the bear infested camp and go west.

i think the Cave is more north this is not a cave

I think it's just the marker for the area you go to in order to kill great bears for their claws. You just hang out and let them swarm until you have enough great bear claws, then move on because they won't stop spawning.

As I recall, that particular quest can bug out when you get it elsewhere (?) and that exclamation mark doesn't go away.

Already killed the bears for claws
Theres no pass next to the !
If i just go west i get to a hill with no pass, the place that looks like a path is a waterfall which is also a blocked path
I spent 30 minutes going back and forth next to that entire hill on the west

You were quick about it. I spent good hour or two looking for that quest mark (or a way up) before figuring it out.

That is a shard i beleive. hug the wall along the south around the edge it's on a cliff overlooking the cave.

There was a rift in a cave nearby, there is a side passage in that cave that leads to the !

Pretty sure it's the cave with the Fade Rift and inside it is a small area with a corpse with a note.
