I noticed today that although some time ago I'd turned in a requisition for something in Emerald Graves (the culture one with old tomes and some other reading matter), I've not been getting new requisitions there. This isn't terribly worrying in one sense as I've done so many of these I have an insane level of power.

 

However the more annoying thing, which I presume is related as it's only happening in Emerald Graves, is I now keep coming across inquisition people offering me suppliers, but the box can't be opened.

 

Is there anything that can be done to fix this (up to and including editing the save game...)

The Inquisition people offering empty supply chests has always been in the game. Sometimes they continue to offer you free loot even though you already emptied the chest on a previous occasion. Sometimes it just happens because bugs.

I don't know what's happening with the requisitions, but it might be because you have too much influence. The maximum Inquisition rank is 20, and it's determined by influence. You can check your rank in the Character Records section on the menu, next to your character's level.

If you keep getting influence past level 20 then it can cause some annoying bugs (nothing too serious, but you'll get the Inquisition level up sound effect every time you exit a menu or enter a new area). So they might have put a hard cap on the number of requisitions you can do in order to stop you from being able to get too much influence.

I noticed this as well. The supplies offered by Inquisition soldiers seemed to correspond to your level. If you're tromping through an area where everything is below your level, they have nothing to give you.

I'll write this off as annoying bug then. It might be because I had a similar requisition open involving ancient writings and different old tomes in the Exalted Plains.

Still working on getting to inquisition level 20 - about 6 to go. But I'm used to annoying bleeps because every time my black lotus supply drops too far, when I top them up I get told I've completed the lotus and root quest.
