Now, you may have other issues as well and if the above doesn't work, I suggest resetting your network equipment (router hard reset and re-enter the settings on it, and/or power off your cable modem or similar device) and ensuring ME2 is set as being allowed through your Windows firewall. If you use a router try forwarding the ports, or turn on UPnP instead (UPnP seems to be enough for me). You can always declare your PC as the DMZ in the router settings to count out forwarding problems, but I suggest you work those problems out if that works as it's not a good way to run. Similarly, if connecting directly to your cable modem works then you know your router is the issue and will need fixing.
