The Force Awakens cost 200 mil according to Wikipedia. Are you telling me they had the same budget? No wonder EA freaked out when they started losing subs. That is crazy.
~300 million dollars if you count the marketing costs. Since they are still (badly) supporting and updating it (Knights of the Fallen Empire chapters), the costs are probably much higher now. I'm pretty sure they make almost all the money through the cartel market, because that part of the game functions with RL money.
90% of the gamers during beta told BioWare/EA that their model won't stand a chance against WoW. One year after release the game went f2p. It always amazes me when people consult experts, then ignore the advice they get and do what they want anyway.
They would have had more critical success if they had made KotOR3, which was actually a game the people wanted. Looking at SW:TOR, they had enough material to make part 4-6, too.
About the size issue: I have yet to see a BioWare game that uses good animations. That has always been a weak point. Even if they get a dozen animations right, they over use them and then they start to look silly. Making them do two or more animation sets for the different heights is not going to help.

Character creator? Take a look at Black Desert. You can't go wrong if you make one like it.

I play SWTOR and I like it well enough but it does not look like it cost over a quarter of a billion to make and market. The new content is much higher in production values but still... Maybe I'm being naive about how much MMOs cost to make.

Except every character you make ends up looking like every other character of the same class. You want to make a wizard? It's Gandalf or nothing. The classes are also gender locked. Even if you manage to make a character you are happy with, when they start animating them in-game, the whole thing falls apart.
I admit to being sucked in by the flashy CC videos on YouTube but it really is not that great when you start playing around in it.

It would be nice but it is probably just easier to have everyone of the same race be the same height for animations and just in general. Then you would have to have all the NPC's have height variance too. I would rather have them fix on not scaling the height for different races in cutscenes to make everyone awkwardly the same height.

Oh and the game is f---ing awful with literally the worst voice acting I have ever heard in any medium in all my 34 years.
Damn that is bad voice acting, like really really bad. You had one job Korea!

Man, I though nothing would be as bad as Two Worlds voice acting but that may be worse. Two Worlds example:

I. Just. Can. Not.
To be fair to the voice actors, the lines they have to read are obviously terrible translations (in BDO) or just really bad ye olde world speak. Also, an actor is only as good as his or her director/editor makes them sound; but seriously, these people should rethink their life choices.

Edit: forgot that DD isn't as cinematic so... Maybe it would be problematic. Idk.

Personally, I'd prefer body customisation in terms of slim/average/muscular rather than height. DA has height differences, but can sometimes lead to your character growing/shrinking to fit an average human size, especially during romance.
And then there were several occasions where the camera just focuses on a female qunari's breasts, since that's were a human protag's face would be.

So... what was the problem?

Well, a beta test is a little late to be finding out that your entire concept was flawed.
