It really does seem like everyone is jumping ship. Although, the game should be mostly done. Is this like, a common thing in game development? I feel like this has to be an exceptional number of people leaving a project.

I'm not even being sarcastic. For once. I'm genuinely curious. This is probably the only game development that I have ever really closely followed out of interest. The previous mass effect games, I pretty much avoided all development news to avoid all spoilers. But after ME3's ending, I am being cautious with Andromeda. Cautiously optimistic.
The problem is that a lot of people are combining all of the people leaving BioWare to people that are working on Andromeda. Right now BioWare is four major studios working on four major projects and looking at the credits for each game there are a lot of people involved with developing a game. Yes they have lost a couple of the long-term people, but at the same time it is more unusual for someone to stay at a studio that long then only a short period of time.
Think of game development as a stepped process and the design and writing areas are the first to be done, but if you look back there have been notable people leaving BioWare all the time and of course based on internet reports it has always been the herald of the destruction of the studio. At least there haven't been the rumors like the ones from Bungie when they started to lose people a year out from the release of Destiny.
Bigger news to me was that Lionhead might get shuttered and in that case I didn't even care because my hopes for a Fable IV were never gonna be fulfilled anyway.
But this IS a lot of people leaving around the same time. I don't remember hearing about this many notable names leaving Bioware during the dev cycles of past games.

This forum goes into doomsayer mode when someone leaves the Dragon Age team, acting like it impacts the development of MEA. Someone in middle management at the MEA studio leaves? Somehow that person was actually the game's director and now the sky is falling. The American writer who was brought in to lead the writing team leaves and goes back to America after roughly two years of working on the game? Somehow that means MEA is a lost cause and he's the canary in the coalmine. An American editor leaves the industry to pursue other career options back in America? The ship is going down, sheeple!

Three people have left the Andromeda team, but the timeline is much greater.
Chris Schlerf left in September I believe, but gaming websites only noticed his Twitter post and incorrectly posted his departure date. Chris Wynn left very early this year. Now Cameron Harris is leaving mid-April. So in the period of eight months three people left the Andromeda team.

Attrition happens all the time. My favorite is when Christina Norman left BioWare, for when she was promoted to Gameplay Lead people were upset saying it was a sign of the end of the Mass Effect franchise and then when she left BioWare for Riot it was said again it was a sign of the end of the Mass Effect franchise.
