Where do I get the skill for my rogue to pick advanced locks?

The Deft Hands, Fine Tools Perk is in Leliana's list. You need four points to unlock it. Remember that Agents count as points.

And, sorry if that is a stupid question, how do I get to Leliana's list?

At the war table, before zooming in on Orlais or Ferelden you should be able to go to the Inquisition Perks list. Leliana is Secrets. Once you get another influence level you can spend points there.
