I have a friend whom started ME3 relatively recently, he has 220hours of gameplay and he never received any level IV ammunition, not even once , anyone knows how that could be ?

( and yes he also buys spectre, premium, arsenal and stuff)

Level IV Ammo only replaces Gold cards when you have no available Gold card drops left. It takes a while to get there.

You basically receive level IV ammo when your manifest reaches the point where you have only Ultra Rares to unlock (barring some odd combination of circumstances that I'm not thinking of.)

You can still get them without having maxed your Rare Gold card weapons, but it's very rare.

OP - from the two answers above, sinful's answer is closer to truth - in fact there is 1 slot dedicated to gold consumables in AP, RP and PSP. So from a value for money perspective u have the same luck aforementioned packs for a brand new account. Chances increases for the other four slots in a pack (as fallback) once rare items (Weapons/Gear/Weapon Mods/Chars/Capacity) are maxed.

There is an unspoken tip to improve your chances - Important to know for that 1 slot is that it competes with Thermal Clips/Medigel/Missiles/OpPacks (TMMO). So your strategy should be to have all those TMMO's maxed out to 255 (typically Jumbo's helps to max those fast). When they are all full, the store algorithm can drop either an ammo bonus/weapon bonus / armor bonus (1 of the 3). Following this strategy should allow you to increase your chances for bonuses in that slot from 14% (1/7) to 100% (and 1/3 chance for ammo L4). As SF indicated above the other slot(s) have constant lower chance =15% (45/3) to drop Ammo L4, until you've maxed the items.

Mgamerz have made a good graphical overview here : http://me3tweaks.com/store_catalog where u can lookup which level consumables are dropped in which packs. Or for the mechanics (in pdf format) you can look at my signature, 1st link. Some stats on Level IV consumables viewable in this sheet : Google sheet

Well thanks for all your answers, it's good to know there's sort of a system to this.

That being said, my friend is a very casual gamer so there's really no need for me to elaborate that much.

I'll just get back to trolling and tell him that he'll get level IV when he stops being a noob, or when he stops saying  "I don't know, something yellow on my weapon" when I ask him what ammunition he has... haha true story
