Or is it only available at the Hissing Wastes merchant with the short list perk? Sorry if this has been asked a hundred times.

You have to retry again on a real-life daily basis. No one is quite sure how many real-time hours you have to wait, but it seems to be more than one.  Or the percentage chance is really low, like 1%. You have to leave the Hissing Wastes completely and come back to it.

 

I tried once a real-time day and got it on the third day, which appears to be very luckly. Some people have gone much longer than that without getting it.

I always buy it from the merchant since I have enough coin at the time. Don't recall ever seeing it in a random chest in all my playthroughs
