I had no idea where to find the two asari until my friend told me where they were. I still can't find them where they're supposed to be, which leads me to believe that this quest may be bugged. Has anyone had this issue?

Probably not the best walkthrough but it explains the conditions for the quest fairly well.  Apparently there's a wait.

I also make no guarantee of accuracy as I've not yet tried following but found it yesterday asking pretty much the same question.

They're only there after you do Garrus' and Thane's loyalty mission. They are to the right of C-Sec before you go down stairs.

Correct, as ridiculously unnecessary as it is. And you CAN talk to the C-Sec officer about their problem, they need to tell you about it though, and that dialogue is a little hard to find.
