Is this quest bugged , got the four codex but get no response on the portrait?

Just to recap: statue, book, corpse, and jam.
Portrait is on 2nd floor of keep, examine it. (you might be looking at the wrong picture)
Its worked for me every time.

On pc, right click on the portrait. Recite the oath. Hidden cache opens.
